Sir, we are discussing a very important topic here which does not relate to any political party or a particular government. This concerns about seventy to seventy-five per cent poor people of this country, who are not affiliated to any party. Our Constitution says that the State shll make efforts to secure to all workers a deent standard of life. It also directs the State to promote the educational and economic interests of the weaker sections of society, particularly the Scheduled Castes and the Scheduled Tribes. It further says that the Stated should protect them from social injustice and all forms of exploitation. Over ninety per cent of the workers in the country are in the unorganized sector. Of them, about eleven crore and agricultural labouers. These labourers do not get even the minimum wages. The National Commission on Rural Labour says that the annual earning of the majority of the agricultural labourers is so low that they annot even their minimum basic needs. The primary reason for this is that they are not getting even the minimum wages what to talk of adequate wages. If majority population of this country is forced to lead such a miserable life, it is not possible to make this country a great country. Sir, today we are discussing the problems of crores of labourers in our country who are toiling hard to survive. We have to discuss and find solution to their problems. There are three categories of labourers in India. The first category relates to the unemployed labour. In the second category come those who work in the organized sector. And, the third category belongs to the workers in the unorganized sector. The workers in the unorganized sector are also called migrant labourers place is. It was, therefore, with some shock that the country read about the proceedings of the aix which met in New Delhi. First of all, I would like to congratulate the hon. Railway Minister for proposing no increase in the passenger fares and also for proposing no increase in the freight rates. Including nine in Punjab had to be countermanded. So, this high incidence of deaths had made the government think and come forward with an ordinance which will enable the elections to go on spite of deaths of independent candidates. A lot has to be done towards improvement of railways stations, cleanliness and catering service.
